Man, I live in Texas... what basement?! (Yes, there are some out there, but...) Most of the superhots I grew had long growing seasons and since we can get 30-degree temperatures into March and April sometimes here in DFW (and one time, as I recall, into May), I start them under grow lights inside the house and transfer them outside when I think the last frost has hit sometime in March or April. After that, I have to pray they aren't decimated by baseball-sized hail. lol. Since they're in pots, I can bring them inside and put them in the garage for any crazy storms. At that point, I just pray I get 1 or 2 decent-sized harvests by November. That being said, I do know a lot of people that do grow them inside hydroponically using something like the Kratky method and are successful.
