Well, they don't have a 7th inning guy by any means. There's one goal for him. If you do well enough as the 7th inning guy, you also get to be the 8th inning guy on nights where Hader isn't available. You also get to be the 8th inning guy on nights Abreu isn't available and you don't want Hader consistently having to get more than 3 outs. They even need a mop-up guy better than Contreas, as we've seen in the last week + even that role can't be taken for granted.
