To follow up on the above incase people don't understand the difference between operation Warp speed as a President and a hurricane response as governor. The governor's role is much more similar to Eisenhower on D-Day that they are in the theater and in many cases even on site when the disaster is happening. They do need to make immediate decisions regarding the allocations of resources often in the midst of the storm. Something like operation of warp speed is more remote from the President and while the President does need to make high level decisions those generally aren't needed day to day.

Yeah man - I was going to do the thing where I poke fun at your attempts to salvage/bolster your position in a years old Internet argument with a stranger by noting the distinctions you invented on the fly to avoid crediting Trump with capable administration (Operation Warp speed for example was actually novel and involved literally ~ 100 millions of people ultimately - so, fertile ground there.) are not valid. But there's no point to it because of obviously you'd never concede and keep inventing distinctions why you're right and I'd poke at them and then mock your lack of context or personal knowledge and you'd say "oh no I was part of the twin cities storm council" and wed just go on and on. I do think the more interesting and impactful phenomenon is the issue of attribution bias - the same bias that leads one to attribute causation to some random dude in a position of authority during an event is why people treat Jamie Dimon (who has been making dumb entirely wrong predictions of a recession for 3 years among other things) like he's a genius, and really just the nature in a philosophical sense of causation in general, how do you run the counterfactuals?
