I'd say Schilling is a step above everyone listed here but I can see an argument for him not making it based on pure stats. That said, he said a lot of controversial things and isn't well liked. He got 71% of the vote in his 9th year. I'm positive if he was a well liked, non ******* that he would have gotten that last 4% he needed to get in.
