They'd definitely get it. Pay the best two players and sign half ass players. Most players don't care about winning.
True, so nothing would really change from now except the teams with the best talent evaluators would win the most games/championships and if all players were on short term contracts the game product would be better because players would basically be playing for their next contract every season. That's if I agree with your premise that players are going to get paid anyways, which I dont agree with. I do agree that most players only care about money, that's why Brady/Belichick were able to build a dynasty. Money wasn't everything to Brady, money was everything to Manning he alway to max money.

It sure seems like, for a lot of fans, every player released is suddenly IDEAL for the Texans/Astros/Rockets to sign. I always err on the side of... they were released for a reason. The Texans are not going to have much cap space - to waste any of it on Sheldon Rankins - unless it's just a ridiculously team-favorable deal - seems like mis-management.
I would sign a vet OL in FA and draft both an OL and DL within the 1st three rds of the draft. The DL is the strength of this draft and teams should always try to draft to the strengths of a draft IMHO.
