Buyouts generally appeal to employees who have good options elsewhere--meaning good employees, employees with talent. Those who remain behind are less valuable employees, including the dead wood. So instead of a systematic, targeted culling of dead wood, blanket buyouts tend to backfire rather spectacularly by offering talented individuals a golden parachute to pursue their next position while still being paid in the position they are leaving.
