The public underestimates the use-it or lose-it system when it comes to budgeting. Government agencies take a life of their own and act like siblings who scratch and claw for every amount of funding they get and keep.

Republican admins generally feed on that approach by approinting heads who wastefully spend on office or building renos to siphon funds from critical agencies like the EPA or FDA.

Trump 45 did this bloatful exercise (his Adults in the Room...), but maybe Trump 47 will genuinely pare back funding?

WASHINGTON, Feb 4 (Reuters) - U.S. President Donald Trump said on Tuesday it would be fine to put American criminals in prisons in another nation, adding there were countries who will take criminals from the United States.

U.S. Secretary of State Marco Rubio on Tuesday described as "very generous" an offer by El Salvador's President Nayib Bukele to house dangerous criminals from the United States in his country's jails, and said the Trump administration would have to study it.​
