Sengun has a 5% non-compounded raise for every year of his contract, so he goes down by around 1% of the cap per year. Green goes up by 8% in Y2, and his player option is flatted, so his % of the cap from Y1 to Y2 does not change that much (less than 0.4%). It does drop 10% from 2027 to 2028 (21.16% to 19.24%), commensurate with projected 10% cap growth.

I do realize now I messed up the 2027-2028 entry, Sengun and Green are actually swapped. So Sengun will be slated to make more in 2028 than Green, (Sengun 19.95% to Green 19.24%), but the available room should still be roughly correct.
