Government should provide protection against force, fraud and coercion. So it should run courts, prisons, police, military, border security. Also foreign relations and diplomacy. Possibly fire fighting, roads, air traffic control and some other critical infrastructure.
Why does insurance need a profit motive given what insurance is(a collective pool of money to distribute risk) ? What innovations to society is insurance bringing society that requires a profit motive?
