Yes. Pardons are for people who have done bad things. Trump pardoned someone who was court marshalled and committed war crimes so heinous is own fellow soldiers turned him in.

Biden should pardon Joe Exotic... he was kinda framed and/or manipulated into the situation. Obviously, he is a dirtbag for a variety of reasons but the circumstances surrounding his conviction are a bit distasteful and I don't think he deserves to spend the rest of his life in prison. Eddie Gallagher who killed a teen prisoner with a hunting knife and then posed for a picture with victim. Iraq war veterans who served with him were the ones that turned him in. Not only was he pardoned but he posed for pictures with the President and first lady that pardoned him. It is also believed that he killed an elderly man and a schoolgirl. Significantly worse not only for his deeds but also for the damage done to the military justice system and the dishonor to those who had the courage to stand up for what was right and the proper code of conduct for a soldier.

Trump didn't pardon Gallagher. Gallagher was found not guilty on killing the Isis prisoner and other serious war crimes. He was found guilty for the photo with the dead body. His sentence was time served and a reduction in rank to E-6. The charge of murder wasn't done because he was at war. He was found guilty of war crimes.
