Any white male who was an attorney general, a US Senator and a Vice President wouldn't have any narrative about how unqualified they are. That's just not going to happen.
It shows a fundamental difference in concepts like the "great man theory". In your world view there exists a "most qualified human". Maybe if we were reffering to some obscure technical knowledge from some very unique experience but we are talking about a office that is designed to be held by a layman. There is not a single human that exists that is a subject matter expert in all aspects that the office of the presidency interacts with. So when you say **** like this you are saying probably unintentionally: "There doesn't exist a black woman on this planet who is qualified to be president". I don't think you are intentionally saying it but that is the ramification of this type of rhetoric.

Sometimes a joke is charged, racially or otherwise, and sometimes its not, hopefully you can tell the difference and recognize in the prisoner-swap context there was nothing problematic behind it.
