I have -never- seen this as an issue in a skilled area in my 25+ years in IT. I had a director once who was clearly promoted to check boxes, but I think she was promoted more because she was a smoking hot Latina who dressed like she was on Univision and the CIO liked to look at her and it was convenient.

That's what we've been doing. We have some computers that won't go to safe mode or others where the user doesn't have access. Trying to walk people through BIOS is hard.

People seem like they just dont give a **** anymore. I rarely go out to eat due to service issues. I have to beg and plead to get bids for services. Cargo ships taking out bridges. You aren't wrong although the infrastructure decay has been going on for decades. I think the big part of decreased QOS is supply/demand of people resources. A lot of people just quit. Things are leveling out, businesses are losing business and quality people are more valued. Pandemic sucked.
All the boomers are retiring and the replacement generation is smaller, so less talent across the board. Also, the masses are angrier, stupider and more divided than ever because the only way humans can currently get a dopamine reaction is to get mad at social media and post angry on the internet. Since all issues have now been politicized to keep the middle class and poor fighting amongst themselves we will/can never improve.
Got it. Within hours of the issue you have concluded an incompetent person because of quota filling is the reason this happened.
