I can't say for sure, but something is off with the shadows in that video, as well as the way the shooter merges with the background. I'd say it would probably be best to share these kinds of videos after their authenticity is more confirmed. But that's not going to happen.

You're misrepresenting events. It was not merely "saying a foreign government supports your opponent" There were widely circulated claims the Trump campaign systematically "colluded" with Russian foreign services to win the 2016 election subverting the integrity of the election. The Mueller report found those claims to be baseless.
What about saying the sitting President is an illegitimate President? Does that count as fake news? Is that saying our vote count is fake news?
I searched for any news stories reporting on this video, because it would be huge news if true. I found nothing, but I'd definitely welcome being wrong. (The only video showed the shooting taking place, and not someone crawling on the roof.) This is the story I found about someone who said he witnessed the shooter minutes before the shots. Not sure if I've seen major news stories with the video, but the still shot of the alleged shooter on the roof that has been in many stories seems to have come from that video. I wouldn't believe anything either.
