Any civ that has survived the test of time will have both bouts of peace and violence. The Irish come to mind.

If we were to roll things back to biblical times, the Jews fought the Romans in several bloody conflicts until they were forced out of Jerusalem. Zealots became legendary not only for their Jewish fanaticism but also their pure and unadulterated violence against the Romans and "Roman sympathizers."
