The US did better on Fallujah. Use those methods. I'm not going to pretend to be a military expert, but special forces have taken out terrorists from known locations rather than massive bomb or artillery strikes. Find a way to provide enough incentive to the Palestinians so they get rid of Hamas. They can do it with much fewer civilian casualties and if there are civilian casualties, it doesn't build up additional resentment toward Israel which only leads to further aggression and less security in the future. There are a number of options.
