As far as practical application there is no difference then whether they are sincerly believe it or not. Again I'll grant you that you can claim that internally someone can sincerly believe they aren't lying. Do you accept then that practically that doesn't mean that others not only believe that they aren't being truthful but can prove it through rational and logical means that they aren't?
Perhaps with some form of functional MRI they could. Other than that, I think the best we can do is prove to some less than perfect standard that someone is lying. As a simple example, if you have a video of someone at Target in Minneapolis on March 5, 2023 at 12:00 CST, and they say they were on the moon at that time, there is a very high degree of certainty that they are lying, almost certainly enough to convict them of perjury if they were testifying under oath (absent some evidence which would support a conclusion that they believed they were on the moon, like they had a history of mental illness and were dressed as an astronaut). Regardless of that, if they believed they were on the moon on March 5, 2023 at 12:00 CST, then they would not be lying.
