I don't see the rationale for not being able to waive a player while there's an investigation. A team should be able to say, "We don't need this player anymore." Waiving is not punishing. The guy will still get his guaranteed money.

They can waive him. They can't suspend him. The only reason the Rockets are waiting is to see if Silver will be generous enough to void his contract or to see if he will suspend him a significant portion of the season, thus allowing him to stay on the team to save whatever money they will from the suspension, even though his guaranteed money increases to $3M after October.
By the bylaws, the Grizzlies couldn't suspend or waive Dylan Brooks until the FA period this year But, they sure made it known he wasn't ever going to be welcomed back beforehand!
I'm pretty sure the Rockets can't say they have no interest resigning KPJ... Because he's under contract unlike DB who was a free agent. What they can say is they are trying to trade him which is them telling you they don't want him.

I think the CBA has specific rules on DV, and as such he might not be able to be cut until the investigation is over, because it is DV..... DD
