You don't confiscate, you license them all, and have to pay a tax on each one and renew your license every year. There are ways to stop it....and to control it, giving up is not one. Kids were NOT shot in school when I went this is a relatively new thing - last 25 years. happy to take this to the D&D - I only pointed out that there is no such thing as a long term PR issue....and used that as an extreme example.
