They might take away any special tax benefits the government may have provided or was planning to provide, and they could even go as far as banning them from doing business in the state. Take Disney in FL as one example of daring to overstep the local government. Also, see TX banning cities from doing business with banks that have ESG policies as another example. I read what the CEO thinks about regulation and safety. The easy explanation for why any safety or warning was not taken too seriously is a culture established by the CEO that encourages a maverick approach towards it.
Twitter is a great example of a place for people to easily reaffirm their preconceived and established patterns without making any effort to critically assess and analyze. It works great for lazy people who seek reassurance to feel something about themselves
I think it's more than just 'startup culture.' Startup culture is characterized by low friction, fast-paced execution, and the absence of excessive paperwork or bureaucracy. However, taking a maverick approach towards safety, both for oneself and others, is not inherent to startup culture. That aspect is unique to individuals, particularly influential to new companies when the individuals are the founder or CEO.
