They're both kind of correct. Rockets and Warriors are currently tied. There are no tie-breakers for draft positioning other than doing a random drawing for breaking the ties. So until those ties are broken, teams that are tied are just tied. There's still a lot of basketball left with the tie-breakers, play-ins, etc. to determine a lot of this stuff.
