That statement stands for just literally any player who is not leaving more than the prorated vet min on the table to get away. That's the break even point, after that every dollar earned is a positive one.
This is something that the Rockets PR likely wanted to be put out there, they often do this to not completely destroy their brand and reputation while tanking, in hopes to attract vets later on once they have the right pieces. They respected EG a lot too, and treated him as a leader, even though he really wasn't. They are attempting to keep the appearance of a professional organization, which I think they have, but they are not doing a good job of looking reputable. They seem to be saying the right things, but are not doing them, and they have now been exposed by a handful of people who were connected to the team, including ex players and parents of players. This is just a poorly run org, it really gives off the vibe of the type of company that would throw a pizza party for their employees instead of handing out bonuses and thinking they have their employees fooled. The reality is that the fans are not fooled, and the team has yet to realize it. If you look at the comments on Nix's happy birthday post from the rockets on IG, you will see that the fans are not dumb.
They treat the average fan like simpletons who only think of the NBA as a run and dunk contest, but a lot of fans are knowledgeable beyond their assessment. I think they have it going for them that the majority of fans are not resentful, because that would get them into deep trouble. Some other fanbases are crazier.

For example, in Europe, sport is like the number one thing in most countries, and the talk shows aren't about drama but a lot of tactical/technical debates. Nobody is fooling community with Bruno Fernando or KPJ as the new Harden here
