The Rockets are tanking smartly. Beating or being competitive with the elite teams ( Philly, Warriors, Suns and Mavs) and losing to the teams that are a threat to the chase for the French dude. Just like the Texans are on the Bryce Young chase the Rockets are on a smart tank mode
You don't tank exclusively for the number one pick. You tank to draft a great player, which is easier with a top five pick than a middle round pick.
