Stone worked for the Rockets nearly as long as Morey, I doubt he had zero input on Morey's team. While I do think Morey took the most responsibility for drafts, it was known they had a team in the war room. Ignoring that Stone already was on the team, is not telling the whole truth. It's not like he came to the Rockets as someone from outside of the Morey bubble. Morey still had no Top 5 picks.
