It started out as a poverty thing when I was bored and read about it years ago. The wealthier land owners could afford to have nothing but meat in their chili and the poorer whites/slaves and Mexicans would add beans and rice to it because that is what was available and was regularly part of the diet. FWIW I like it with rice and beans personally and that makes sense, because my mothers side of the family had been in poverty for hundreds of years. My father's side was wealthier and beans were never allowed.
Don't forget adding macaroni. I had a girlfriend who produced 'chili' with macaroni once and I flew off the handle. Her family was seriously white trash, so after some consideration I forgave her ignorance. Once.

My cousin was briefly in the same facility as SPM when he was serving time. He said there were so many fanboy inmates wanting to be SPM's friend.
According to history, the original chili had no beans - especially Texas-style. Apparently people want to defend that. I don't mind either, but prefer without beans. No idea what South Park Mexican prefers.
