When the records left the White House it went to a secure warehouse in Chicago..From my understanding the digitalized library is not yet complete maybe I’m wrong however the records are still likely at the warehouse if that is the fact so I get what you’re saying as far as the parameters of the coordination but there are exceptions such as temporary holding who’s in control of the keys whether it’s Obama and NARA…It doesn’t seem as cut and dry as where the library is when it can accommodate staff and who the Director is of course that is part of the core of the coordination but there are other aspects such as temporary holding facilities such as the warehouse that affected records from Obama… Was Mar-A-Largo an approved Temporary holding facility?
