It's not something I'm an expert in but as of a few years ago there was no study suggesting cbd does anything other than a placebo effect. Maybe something has come out since then. I ignore testimonials because of the possibility of a placebo effect. There needs to be a clinical study and a controlled group. Not seen one myself...

In Russia, judicial branch is same as executive branch - there is no separation. That's the only important thing imo.

It's been used for thousands of years for medicinal reasons all over the world. It isn't counter intuitive at all. You're assuming that it's only use is for pleasure or to make rope. That's not the only thing hemp, in it's varieties, is good for. Also, smoking it isn't the only way to ingest it.
