    Planning a war is nothing out of the ordinary. That is what those guys are paid to do.

    I am sure we currently have plans to deal with Red China, Iran, North Korea .... and the likes ... maybe even France ;)

    Having justification to carry out the plan is another thing.

    Indeed. War plan Orange existed long before the Japanese attack on Pearl Harbor.
