The context of his statements has to do with ice on power lines or trees causing localized power outages. This is a risk every year with freezing rain and has happened many times. He is not predicting the grid going down like last year.

Ice storms and freezing rain are the worst. Their worse than getting a lot of snow. Stay safe out there. If it makes y'all feel better its -10F this morning here in Minneapolis and last night a USMNT Soccer match was played in 3F in an outdoor stadium. It was so cold that 2 of the Honduran team didn't take the field after halftime.
No matter what the context there is a danger of losing power so people should be prepared for that possibility.
After years of....hurricane (power outage)... floods (power outage)..... winter storm (power outage)... I got a 12,000 watt generator and I've got a connection to my breaker box (along with other configurations). If our grid or neighborhood loses power, I should be in great shape. I don't think we will (this time). But I'm ready if we do.
