First off Chuck Norris does Karate and not Taekwondo. Taekwondo has a bad reputation for promoting people quickly and often for money or publicity. There have been Taekwondo schools that have promoted 5 year olds to black belt, something that would be unthinkable in Judo. This pretty much no different. Putin's 9th Dan was also purely honorary for publicity purposes as he is a Judoka and doesn't do Taekwondo. In Judo though from what I've seen and heard Putin is the real deal. While his 8th Dan rank is largely honorary he definitely earned his 5th Dan. All of that said I would pay to see Trump try an Axe Kick.

Norris initially did Tang Soo Do when he was stationed in South Korea, but likely trained in Karate and was doing Machado jiu jitsu on episodes of Walker. Separately it seems like '60s and '70s pioneering fighters and teachers like Pat Burleson, Allen Steen, Jhoon Ree, Golden Greek, Bill Wallace, and Joe Lewis-types conflated "Karate" and Taekwondo in their marketing, media and competition literature.

True when Taekwondo first came to the US they often conflated it with Karate to get inroads into the market.
My guess is that 8th degree in TKD might be honorary. I'm surprised he's only a 1 Dan in Judo. He did quite a bit of Judo early on and had trained with Gene LeBell.
