MOSCOW, Aug 25 (Reuters) - Four Russian military planes evacuated Russian and other nationals from Kabul on Wednesday on the orders of President Vladimir Putin, as Moscow held military exercises involving its tank forces in neighbouring Tajikistan.

The flights mark a shift in Russia's stance on Afghanistan. Its ambassador to Kabul had previously praised the Taliban's conduct and said the group, still officially designated a terrorist organisation in Russia, had made Kabul safer in the first 24 hours than it had been under the previous authorities.

But the Kremlin said on Wednesday that the situation was very tense and, citing the presence of Islamic State in Afghanistan as well as the Taliban, said that the terrorist threat was "very high."

The Russian defence ministry said it was evacuating more than 500 people from Afghanistan, including Russians and citizens of Belarus, Kyrgyzstan, Tajikistan, Uzbekistan and Ukraine.

    https://www.aljazeera.com/amp/news/2021/8/26/us-uk-australia-warn-of-terror-threat-at-kabul-airport

The United States, Australia and the United Kingdom have urged people to move away from the international airport in Kabul due to the threat of an attack by an ISIL offshoot in Afghanistan, the Islamic State in Khorasan Province (ISKP).

The warnings on Thursday came as Western troops hurried to evacuate as many of their citizens and vulnerable Afghans as possible before a withdrawal deadline on August 31.

The US Embassy in Kabul issued an alert advising US citizens to avoid travelling to the airport and said those already at the gates should leave immediately. It cited unspecified “security threats”.

The British Foreign Office issued a similar advisory, telling people in the area of the airport to “move away to a safe location”, adding, “There is an ongoing and high threat of terrorist attack.”

Australia’s Department of Foreign Affairs and Trade also urged Australians and Afghans with a visa for Australia to leave the area, warning of a “very high threat of a terrorist attack” at the airport.

Crowds of desperate people seeking to flee Taliban rule have tried to access the Kabul airport since the Taliban captured the Afghan capital on August 15. Since the Taliban seizure, the US and its allies have been flown more than 88,000 foreigners and Afghans out of the city’s airport in one of the biggest air evacuations in history.

According to the US military, planes are now taking off the equivalent of every 39 minutes.

“The countdown is on. The US and foreign forces only have until Tuesdayto withdraw and their pullout means an end to evacuation flights,” said Al Jazeera’s Charlotte Bellis, reporting from the Kabul airport. “Now, outside the airport, there’s panic as people rush to see if they can get on some of these final flights,” she said.

“We understand the US and Taliban have a deal and the Taliban are only allowed to let people through here who have foreign passports, who have visas and who have paperwork that is verified.”

Those who are cleared to leave are put on designated buses and the rest are pushed back, she said.

“In the meantime, they are trying to control the crowds and keep people back and stop them from swamping the area so that these buses can come through. How they are doing that is by shooting guns in the air, by using water cannons and by beating people.”

The Taliban have promised to provide security outside the airport but said foreign troops must be out by the end of the month. They have encouraged Afghans to stay while saying those with permission to leave will still be allowed to do so once commercial flights resume after the foreign troops go.

As crowds continue to throng outside the airfield, security officials say they increasingly fear the possibility of an attack by the ISKP, which security officials consider to be a rival of the Taliban in Afghanistan.

“It’s very easy for a suicide bomber to attack the corridors filled with people and warnings have been issued repeatedly,” Ahmedullah Rafiqzai, an Afghan official working at the Directorate of Civil Aviation at the Kabul airport, told the Reuters news agency.

“But people don’t want to move, it’s their determination to leave this country that they are not scared to even die, everyone is risking their life.”

The White House said US President Joe Biden was briefed about the threat from the ISKP group as well as contingency plans for the evacuation.

“ISIS-K is a sworn enemy of the Taliban, and they have a history of fighting one another,” Biden had said on Sunday, using a different name for the ISKP.

“But every day we have troops on the ground, these troops and innocent civilians at the airport face the risk of attack from ISIS-K.”

The US and others have been able to evacuate 90k+ in a very short time because the Taliban is providing the security outside of the airport and they are letting people with valid paper through. The agreement for safe passage out has been held so far. New terror threat from ISIS-K (enemy of the Taliban) is what causes Russia to evacuate and what prompt the security alerts yesterday to leave the area outside the airport.

Biden admin do not want to stay a day after the 31st due of these threats to US soldiers and US citizen and allies. They are going to get out by that date and perform special missions for any American left over. Estimate yesterday was up to 1500 American left with 500 wanting to get out.

    To recap.

U.S. was supposed to get Osama, not dismantle the entire Taliban.

Didn't leave even after Laden was found years in hiding.

Filling the power vacuum, was not the answer. As seen now.

Lot of the money like for building schools weren't always distributed, because corruption with the war profiteer at all levels. We, the U.S., are not good at nation building.

Pouring more money and man power was and is not the answer.

Our drones and bombs claimed how many of their innocent bystanders? It's far past the 2000 U.S. deaths in NY with 9/11. We made our point; a super expensive one.

U.S. needs to get over its savior complex. And come back.

Explosion outside of the airport. I am hoping the evacuations today were successful.

That is why I say Biden have some very incompetent people working for him. They are literally handing the 2022 election to the GOP. I don't expect Biden to run in 2024 at this point.

I think it is fair to say, there are going to be a lot of Afghans left behind.

A handful of Americans will probably be left behind as well, but not sure why any American would still be there voluntarily.

The focus on winning elections during a crisis like this feels really wrong to me. What wins elections shouldn't necessarily dictate the right course of action for something like this. The one positive thing I'd give to Biden with all of this is that he committed himself to a path that is very likely politically ruinous, because he apparently thinks it is the right thing.

We can't magically transport a quarter million people out of Afghanistan. It's going to be a difficult, messy process -- particularly, when rushed like this, with bad actors on multiple sides trying to impede the mission. There's going to be many, many personal tragedies resulting from this. No way to avoid that.

This is biggest fear. This is the one that everyone was trying to avoid.

I suppose some have lived there for years and have developed strong relationships with the local people, possibly intimate relationships. Some perhaps have family there who they don't want to abandon. And many are probably just scared given lack of security and are hoping (likely in vain) that they can wait it out until conditions improve.

Not winning election is the result of bad policies and or bad execution of policies. If this pull out was handled correctly, it would have helped the Democrats, but it was not, so it will help the GOP next year.
