I don't doubt that. The politicians realize their political risk now and are trying to walk back. They either didn't realize or just plain don't care until it poses risk to their political career. Did they not consider risk to people and economy? Selfish bunch and/or idiots.
Right wing populism is a global menace. It appears that left wingers participating in that protest aren’t generally against vaccines (they want the vaccines to be mandatory); they are against requiring businesses to discriminate according to who has proof of vaccine.
Covid vaccine is one of the most tested vaccines in history. 2 of the top 5 expansive trials (for all drugs, not just vaccines) were Covid vaccines. And yet you say there wasn't enough testing? Seriously man, you really don't know what you are talking about. You're drinking antivaxx koolaid.

The executive order also bans checking for vaccine status by any public or private entity that is receiving or will receive public funds including grants, loans, contracts, or other disbursements. So bars and restaurants cannot allow only vaccinated people or they risk getting their TABC license pulled. Sports teams cannot have any vaccine mandates for audience members since they most likely used some public funds for their arenas. Any companies that took PPP cannot check vaccine status. I also wonder if colleges and universities also cannot legally check for vaccination status now that the executive order is in place. Businesses that require state license like barbershop or daycare can also have their license pulled by the state if they want to only serve vaccinated patrons.
Just an incredible disdain for "local control" that the Texas GOP has hammered for 10 years that they'll pay absolutely no electoral consequence for. Abbott 2022: I'll freeze you to death, scream at the wind, issue edicts that change on a whim, get your kids sick, fill up your hospitals and there's nothing you can do about it before I run for president in 2024!
If I read the order correctly, it also prevents checking for all vaccinations, not just covid-19. I can't wait for the smallpox comeback. Edit: I think it's worse than I thought. Basically he removed checking for ALL vaccine, quarantine as a measure to stop spread of ANY disease, and the ability for local governments to declare ANY disaster
