If he was a repeat offender or had a rap sheet a mile long I might think differently, but I don't have any problem in him making a living in the Majors again if he is productive.

Signing Osuna was really the start of the league and fans starting to turn on the Astros. Even if you overlook what he did (which I don't; I personally don't want him anywhere near this team), it's not a good look for the team if they're trying to rebuild their image after the scandal. The Astros can't control what fans think of them or make people suddenly like them again. But they can definitely make things worse with a move like adding Osuna again.

HIs MPH off his bat is rising. Now he just has to adjust his swing plane to optimize the launch angle. His bat speed has been turning a lot of XBHs into singles by getting to the outfielders so fast. He's getting there.

Why would they be trying to rebuild their image. For who? For what? How can resigning Osuna make things worse? If they care about image they are doing it wrong?
This is just his sophmore slump which is VERY common for those having early success. Last year was just a delay and not a season. I have no knowledge so take it with a grain of salt. He might be suffering from fresh legs. He might have minimized his leg movement while they were hurting and provided a more stable platform for his swing. Maybe? Maybe not. But it's not uncommon for that to be a problem with golfers who are suddenly spraying their drives after being somewhat consistent.
