Just thinking out loud. It's not easy but it's possible. Heck, perhaps blockchain technology can be used to accurately track, trace, record transactions and machines can do all of the wealth calculation. Potential wealth (holding that hasn't been realized) can also have potential tax - those are on the book but not realized and can be tapped as a source by the government. As private entities can use that wealth as collateral, the gov can also do things with that potential tax - it will need to be adjusted real-time, but with technology such as blockchain, it's doable. I don't know about amendment but it doesn't necessarily have to be run at the federal-only level. States can collect property tax and pass a % of that to the federal government. States today can charge sales tax across state boundaries. Intangible/virtual property that exists online can be taxed across state boundaries to ensure fair taxation. Physical properties that serve people across other states can also be taxed across state boundaries for the same reason. Perhaps it's a per revenue / usage to each state tax. Sales tax are regressive. But the simplicity of it is a huge advantage and I think it's fine as long as we have a good robust support system for everyone.
