The whistling conveyed the sign to the hitter. While audio cues had been a part of baseball for many years, MLB had made a point in 2019 that they were banned. It's not a new accusation, just a new book. MLB received a formal complaint after game 1 and did an investigation and had cleared them in less than 48 hours. According to that investigation MLB had SECURITY IN THE DUGOUT THAT WITNESSED NONE OF THE ACCUSATION. Just a bunch of cry babies... think about it, if you take the Yankees at their face value they are accusing their catcher of telling the pitch and another team taking advantage... it's not sign stealing...
