The Repugs fear actual benefits to the lower say 60% and that is why they try like hell to keep anything that will give tangible benefits to the lower 60 percent and keep them riled up with social issues like trans bathroom bills. If they have to give some benefits they want those benefits to have complicated schemes for means testing that are hard to understand, bureaucratic and then criticize the programs for being just that. A recent victory was a last minute to reduce the family income to receive the $1400 from iirc $170k to 150k. It was valuable to them to have 10 or million likely voters pissed and play them off against others.
