No... it was perfectly legitimate that he did it in that order. Since Chas was on deck instead of Toro, an explanation was needed. I don't know if there is an actual "penalty" for the wrong guy on deck.

Yes. But since neither player had batted no rules was broken yet. It was clearly discovered prior to Chas/Toro plate appearance, so the only thing that was technically wrong was the wrong guy was in the on deck circle.
No...the issue is that no Astro games were postponed although 1 player was positive and 4 others in contact. The Twins had a player test positive on 04/17 and another a few days later. 3 Twins games were postponed.
Yeah I think that's what originally had me wanting the commissioner exiled. But they stayed afloat around .500 so I'm easing up on my position.
