A lot actually. He has connections in Washington. Maybe some calls to FEMA? Being on the ground in his hometown being a leader? Like Beto is doing? There is a lot the dude could be doing. He is uniquely positioned to procure help and money for his state. And he tried to leave.
People can leave, or try to leave, when things get crazy. Sure. But when you're an elected official and you flee to another country, you're completely turning your back on the people who voted for you. Like @Major said, this is more than just optics. Use your influence to organize people to help out the less fortunate or something. That's one of the things you can do. People voted for you to make good decisions - not turn tail and run at the first sign of trouble.
So... according to the text messages his wife sent out... cruz was lying by claiming it was his kids that wanted the trip.

...that might depend on your definition of "natural". ...as in, Republican governing incompetence occurs so frequently and disastrously as to be considered natural for them... ...and a disaster for everybody else...
