Could it be The Rockets are holding Wall back because they are in tank mode and want Wall to take as much time as possible for getting healthy? Perhaps they know Wall will be here long term, they rather play VO who was already told he will be delt but need him to play well and get his numbers up. Putting Wall in with VO could drop VO's numbers which will be inflated right now due to the roster. They just don't need Wall at the moment, it brings down VO trade value and makes it harder to lose.

He has averaged 32 games played per season over the past 3 years. To expect him to be healthy is an unreasonable expectation.
