These are government funded for a broader purpose. Starship is being funded to colonize the moon. Musks personal vision is to use the Starship design to get to Mars. Musks philosophy is to under promise (get to the Moon) and over deliver (get to Mars). Musk is a capitalist, but he knows the importance to continue to innovate, not the Steve Jobs philosophy of incremental upgrades and planned obsolesce.
I think you need to understand their wealth valuation. The vast majority of their wealth is tied up in the valuations of their respective companies. And honestly, both companies are highly overvalued. Even Musk has said on occasions Tesla is overvalued. So in this instance, its not the rich get richer and the poor get poorer. Im not a fan of Bezos, but at least he offers something unlike Warren Buffett.

To wax dork a little bit here, colonizing Mars is lip service, marketing and publicity. It's not feasible nor will it be in our lifetimes unless the entire planet bends production towards space. The first step is to establish bases on the moon and in earth's orbit. Then we need material, supply chain and production entirely based in space so we don't have to pay trillions to get enough out of Earth's gravity well. Read this book. It's fiction but it's based entirely on current technology trajectories. It's pretty entertaining, too:
The moon is pointless. You burn fuel to get there and get away. Production entirely in space is beyond stupid because production on earth is way easier. Smaller launches to get fuel, water, food up is fine and cheaper but that isn't construction it's doing things economically. If you want to do orbit rendezvous to put together smaller parts to make a larger ship that's also possible but that's not "based entirely in space" it's breaking things up for cheaper launches. The ONLY reason some sort of a LEO pitstop was ever considered a "step" towards Mars was because the ISS existed and needed to be included or it would look like the complete waste of money it actually is.
