You equalize attacking Iran, which he has already done with the killer of their military leader to nuking Dem cities? As for legit, did any of the things I mentioned were or are legit? Yes, it is if you see that those are things that he believes would benefit him.
I agree he's not going to nuke Democrat cities but I think certainly some sort of foreign intervention is possible. Something like air strikes on Iran or deploying troops to a hot spot like Ethiopia is legal under Presidential powers, could even be justified for a variety of reasons and would leave Biden and the next Congress a mess to deal with. This would fit with the pettiness we've seen out of Trump since he's lost the election and if he's willing to torpedo pay raises for troops, seen unemployment benefits end and likely shut down the government I think he's very capable of engaging in some sort of military action to cause more chaos for Biden.
I don't doubt Trump want to inflict massive chaos against both parties. He detests them. Trump doesn't have a history of murdering innocent brown people like our previous administrations. He has done a pretty decent job of keeping the US out of global conflicts. Trump is a terrible president. He has plenty of better ways to create discomfort for both parties. not signing the deal Congress agreed to is more effective. Any conflict would be resolved very quickly once Biden is in office. Trump is petty and childish. He isn't evil.
I'd say that what he has done these past months is nothing but evil. No mask, no lockdown, no social distancing, let it spread, scoff at the dead and spread lies and misinformation about the dangers of Covid is just plain evil. Meanwhile, the rich got richer, he can golf every weekend, and the big corporations got the bulk of the bailouts.

Trump does not have the authority to force states into lockdown or other mandates. This has been discussed repeatedly. Terrible leadership, yes. Why are you not calling the other countries evil who have adopted the same views of COVID as Trump? And yes, I agree. The wrong people received the bailouts. Just like too many of the wrong people will receive money from this bailout, $600 or $2000. I am glad we agree there.

Evil would mean he has awareness that what he is doing is wrong, harms people but he still chooses to do it. I think he's more amoral than evil in that he doesn't really care. While Trump hasn't gotten us entangled in a major military engagement his administration certainly has been involved in global conflicts and killed brown people. He's continued the drone strike program and contrary to withdrawing troops from the Middle East he's redeployed troops fighting ISIS to protect oil fields and sent thousands of US troops to Saudi Arabia. My view of Trump using the military in the last few weeks wouldn't be about him wanting to kill people because he likes to kill people or he believes that those are sacrifices for a great good. A limited air strike or putting US troops in a peace keeping role in Ethiopia he might not consider those to be very risky.

If you are into impact (# of dead) as a measure of evil, they may be on equate ground, depending on what you count. Trump admin oversaw 230k American Covid dead, probably 300k by 1/20/21. That's more than the previous 5 wars combined. If you count non-America dead, then the previous 5 wars definitely is above 300k. As a side note- while Trump didn't get us involved in any new major conflicts, he did increase drones attack and revoked the rule on reporting drone strike deaths. More attacks with less accountability - we are blind to how many "innocent brown people" he has "murdered".

No, he just allowed the Israelis and Saudis to take their gloves off. Even Congress didn't want to sell weapons to the Saudis so they could kill innocent civilians in Yemen. Civilian deaths skyrocketed under Trump. It's certainly an interesting strategy that put less US troops in harms way.
