Mid to late 1st. If he were 3-4 inches taller, he'd be a definite top 10. Problem is that he hasn't played much PG, other than when Brown was out. 6 ft 2 SGs are not in demand.
He's mid to late lottery. There's no chance he's a late first round pick. There are some questions about his ability to play point guard, but he was third in his conference in assists as a shooting guard (the other UConn guard was first), and he got minutes at point all throughout the season. Scouts will see the shooting and scoring and the passing ability. He's not Jason Kidd, but he is a Chauncey Billups or Joe Dumars type of player.

I don't think Ben Gordan is a very good player, but I think he will be picked somewhere between 10 and 20.
