    Vietnam's efforts are very interesting. I'm not sure I believe the numbers as low as they say but like other places it would be hard for them to hide if things were wildly out of whack with what they are reporting. Having been to Hanoi and Hochiminh City both are very dense and in Hanoi the sanitation and infrastructure still isn't that great. Rats are a pretty common sight. If their numbers really are that good then they've overcome a lot to be able to do it.
