    Lawmakers have struck a tentative deal to include paid family leave for all federal workers in a compromise version of the National Defense Authorization Act.

    A source familiar with negotiations on the defense policy bill told POLITICO that negotiators reached a “tentative agreement ... to include [a] provision that requires 12 weeks paid parental leave for all federal employees.”

    The source credited Senate Democrats with securing the provision in the face of Republican resistance. The Wall Street Journal first reported the development.

    The White House also hailed the agreement. Paid family leave has been a policy priority for Ivanka Trump, President Donald Trump’s daughter and adviser.

    "As the country’s largest employer, the United States Government must lead by example. After 3 years of relentless advocacy, the passage of the NDAA will secure Paid Parental Leave for ALL federal employees," Ivanka Trump said in a statement. "This will mark a HUGE step forward towards making paid leave a reality for all Americans. This new policy represents another incredible win for millions of hard-working American families courtesy of President Trump!"

    The paid leave measure was included in the House-passed version of the bill and has been a priority for congressional Democrats. House Democrats did not propose how to pay for the proposal when it was initially considered, and it is not immediately clear if, or how, negotiators offset the measure.

    Its adoption would give Democrats a major policy win in the legislation that extends well beyond the Pentagon. And it would give left-leaning lawmakers a reason to support the final bill after some Democrats panned a move by negotiators to drop broad protections and cleanup measures related to toxic PFAS chemicals.

    Democratic Sen. Kirsten Gillibrand of New York also praised the deal, calling paid leave "an idea whose time has come."

    "This means that the largest employer in the country now provides basic parental leave, a huge step, and we must work to ensure that paid leave for other family emergencies will be added in the future," Gillibrand said in a statement.

    While accounts differ over whether the conference negotiations are truly finished or whether there are still details left to iron out, a vote in the House may come next week.

    "We have reached agreement on this year’s defense authorization bill," Rep. Mac Thornberry of Texas, the top Republican on the House Armed Services Committee said at the Reagan National Defense Forum in Simi Valley, Calif. "And that will be voted on in the House as soon as Wednesday and in the Senate shortly thereafter.”
