The stats you are quoting are insufficient for making a determination on the extent or effects of the racial bias that exists in our society against black people.

I don’t look at those numbers and conclude solely from it that there is racial bias, nor can you look at it and conclude from it that there is no racial bias. The latter would be an example of “poor statistical thinking”.

Any sensible person who is honest would acknowledge that a long history of violence and domination over black people would have long lasting effects on their communities and the evolution of their culture. It creates a feedback loop of black people being disproportionately hostile towards authority, and law enforcement officials treating them differently due to an implicit (or sometimes explicit) bias that results from this.

Responsibility for this is not purely one-directional. And it is unhelpful for people on either side to pretend that it is, in my opinion.

People of European, Asian and Australasian origin all have at least some Neanderthal DNA, but not people of purely African descent.
