Talent vs. Talent - you go with Straw. But roster management, you send down Straw because he has options. You can't just give away Kemp for nothing. If you can offer Kemp in a trade package, then you go that route. When rosters expand in September you bring back up Straw, and when it comes time to set playoff rosters you can then leave off Kemp in favor of Straw. It's really a no brainer.
