Let's apply Occam's Razor for a second here. What is the most likely scenario. 300 years of slavery where basic literacy was not allowed to be taught followed up by an additional 100 years of Black Codes and Jim Crow laws led to black segregated schools receiving as little as 5% of the funding per capita relative to a corresponding white only school, housing discrimination where black families were denied mortgages even when financially qualified forcing them to stay in urban neighborhoods along with the continued systemic education gap issue between poor and wealthy neighborhoods because the vast majority of of our public school education is funded by local property taxes all leading to black Americans disproportionately funneled into poor urban commuties with **** school funding Black people discovered free handouts by evil Democrats and the black community feel apart because of welfare queens.

It literally did. NRF posted: The Southern Strategy was designed to capture for the Republican Party the votes of southern whites--the largest voting block in the south, and a group in the main opposed to racial equality. From NRF's reference, the Democratic Party, by including in their platform policies to assist disadvantaged southern blacks, increased the number of blacks voting and winning the support of that block. The latter phenomenon did not mean the existence of the Southern Strategy evaporated into myth, having never been reality. It simply countered it.
