Unfortunately, Bruno Caboclo is ineligible to sign a two-way contract. Only players with fewer than four years of NBA service are eligible. Caboclo would be in his fifth NBA season if signed.

Any NBA team is free to sign Caboclo. The Rockets have no NBA rights to him. The Vipers have exclusive G-League rights to him, but that is limited only so long as he is playing in the G-League on a G-League contract (as opposed to being assigned there by another NBA team while on an NBA contract).

Clark can't be traded before the Feb 7th deadline. CBAFAQ #83: If a Two-Way contract is converted to a standard NBA contract, the regular trade restriction exists for the first three months or until December 15, whichever is later (see question number 101).
