He didn't have to, but when you are trying to build a relationship with an otherwise potentially hostile nation, what's the point of showing disrespect when they are showing you respect? Also, the "obeisance" is only demonstrated by the person who initiates the salute, returning a salute is not a sign of "obeisance", it's just acknowledging the person who made that gesture to you.

It's essentially the difference between bowing to someone and acknowledging someone bowing to you. Acknowledging respect for the rank only goes one way, up, the returned salute is essentially just a polite "thank you". If you are familiar with military customs and courtesies you'd know that.
