OP obviously is not paying attention to what Kerr was referring to . Its not the stepback, but how it was executed. Harden picks up his dribble then takes 2 steps. None of those videos do that.
Why wouldn't this be in the confines of the rule? You have two steps after you pick up your dribble to either pass or shoot. He picks up his dribble while jumping back to the right foot, the with the left foot, elevates upon landing the left foot and shoots. Carying/palming is the move that doesn't get called anymore.

What you just described is LEGAL. It is! A dribbler is allowed two steps after the gather as part of a shot, pass or coming to a stop...just like a layup. It's clearly stated in the rule book. You are thinking of before someone starts their dribble. Then you can't shuffle your pivot and get only 1 1/2 steps. Dribblers get 2 steps. But you only get 1 1/2 upon receiving a pass. (You can't lift and replant a pivot foot). And Kawhi gets 3 steps before he dribbles. And yes, there are at least two times Jordan does they same hop back.
Jordan was also the king of pushing off, clearing space and hooking with his non-dribbling hand. He rarely ever got called for it, just like LeBron rarely ever gets called for taking 3 steps without dribbling to the basket.
