This is a city where some government agencies estimate 10% of the population is addicted to heroin.

The Trump-effect can only go so far: he aimed a lot of his rhetoric at Chicago and their homicides have fallen since. Chicago announced that they would hire 1,000 new officers, and the result so far is a massive drop in homicides.

Three years ago this city was burning itself down over the death of a suspected drug-dealer who injured himself while running from police - who later died of injuries.

Heroin users need treatment, and confinement within the US penal system is just the kind of treatment they need.

This line by itself makes me certain that you don't have a genuine desire to help these people but rather would use them as political talking points about how the left has failed the black population.

Question: would them being processed through the penal system be on their criminal record?

If so, have you ever applied for a job in your entire life?

So you want to solve a problem that deals with crime rates where a very popular and widely held belief is higher quality jobs can lessen the crime rate, and you want heroin addicts who are cured to have a more difficult time applying for jobs...

Ya, you don't actually want to help.

    another perspective

    https://www.city-journal.org/html/critics-proactive-policing-are-wrong-15625.html

    excerpt:

At first blush, New York’s recent crime experience appears to be a counterexample to the national pattern that shows a relationship between depolicing and crime. New York’s ongoing crime decline is cause for celebration and acclaim. It is also almost sui generis. That New York managed to hold on to its lowered crime levels during the last three years while so many cities did not hardly erases what was happening in those other cities; the 1,800 additional lost black lives speak for themselves. After the riots in Baltimore in April 2016, for example, the Baltimore police virtually stopped enforcing drug laws and other low-level offenses. Shootings spiked, along with loitering and other street disorder. “We know for a fact that around the time Freddie Gray was killed, we started to see homicides increase,” a Baltimore pastor recently told NPR. “We had five homicides in that neighborhood while we were protesting.” A similar pattern was shown in Chicago, St. Louis, and other cities with high degrees of publicly expressed anti-cop animus.

You probably think of all of this as a "victimless" crime.

No, I think of it as desring an actual pragmatic solution that halts the cycle of addiction and poverty and therefore lowering crime rates .

Jobs right? Donald screams about all the time.

It's sad because Baltimore is home to America's first real post slavery progressive middle class black population.

We as blacks have to take more responsibility for our situation.

Dunbar is America's first black high school and it was a great school.

So many black areas fail so much we don't remember them being anything but ghettos.

What are you doing about the problem? Have you used any of your spare time to go there and work with rehab facilities, community building projects, programs that reach out to at-risk communities?

If not going there and personally doing something about the problem are you donating money to community outreach programs, drug rehabilitation facilities, tutoring and education programs for low-income communities?

Between jail and an overdose death, I think jail is far better for these individuals.

    America first.

So, I'll take that as you have done nothing about the problem that you are bringing up and hoping that police alone will solve.

The same forces and patterns that created "black" areas in the first place ensured many of them would eventually be ghettos.

The government can't fix broken homes.

I don't care how it started. Of course our history begets the situation but we have to fix ourselves.

A good movie about Baltimore is Liberty Heights.

Obviously there are The Wire and Homicide Life On The Streets on television.

This chart should speak for itself, but since there are individuals here who cannot read data visualizations, here is the breakdown: when the red line is further to the right than the blue bar, that means that particular metro area's homicides as a proportion of total US homicides is greater than that metro area's population as a proportion of total US population.

Baltimore accounts for two times the number of homicides its population would otherwise lead you to believe. In Minneapolis, it is about half.
